They may deny an application for any license and may refuse to accept a report of appointment if:
- applicant has not been reported as meeting all minimum standards. (in order to prevent potent driving-related disaster)
- signatures have not been completed. (in order to prevent false authorization)
- required forms or documentation is incomplete, illegible, or not attached (in order to prevent identity falsification)
