Why do you think more victims don't report crimes? how does this affect the criminal justice system?

Victims often times don’t report crimes due to fear. They’re afraid of the consequences, and they think that whoever did them wrong will hurt them if they report said crime. This makes the criminal justice system unfair because it lets guilty people walk free, since their victims are too afraid to speak up against them.
