She already developed a program by deciding on activities so the answer is not B

She and her husband already determined the costs so the answer is not D.

She already determined the need for a center because of the results she got from surveys and questions about this topic so the answer is not C

She DID NOT determine and/or comply with licensing agreements (She didn't have a plan for getting a license or taking legal action) so the answer is A.
