The estates general had existed for centuries, while the national assembly was formed in 1798. Source Apex.

These government bodies are from French history. Estates General included three factions, the nobility, the clergy and the commoners. While the National Assembly, was in actuality, the third house of the estates. So the commoners started the National Assembly. This started because they felt that although, they were greater by far in numbers, the King, refused to grant them more voting power. So, each estate would only have one vote, no matter how many members they had.
