You need to first change the original equation into slope-intercept Form.

3x + 2y = 4 \\ 2y = - 3x + 4 \\ y = - (3)/(2) x + 2
Parallel lines have the same slope but the new equation has a y-intercept at (0,6), so the new equation looks like

y = - (3)/(2) x + 6
that's your answer.
