Virginia was in tatters after a series of battles in the first years of the war, so Lee was hoping to give Virginia some relief and to take the battle North into Northern territory to inflict damage onto the towns of the North. This would have the added benefit of a psychological blow for the North, if they were to lose a battle on their own turf.
