Why were many countries still dependent on outside help from other nations, such as the United States, following their independence in the 1800s?

This situation is caused by several factors involved in the development of a country, since getting a clear political and economical situation after obtaining the independence it is not easy. On the contrary, it requires to have stablished regulations that allow people to create their own structural thinking and sense of belonging. However, when that process of regulating laws and auto-regulation has certain flaws, it is really difficult to grow or succeed in several fields without getting help from others; specially when there are issues related to the economical progress or growth the country is going through. As a result, the countries which can be found in these sorts of situations, need help from other nations in order to survive, in spite of having previously obtained the independance.
