It did. It no longer does.

America, when opening up the west, was very much a melting pot. People came from all over hoping to prosper in a land that at first welcomed them. I wouldn't exactly say that is true now.

While in the early parts of the 20th century, many European countries were making it hard on their minorities, the US for the most part was letting people in. You could look at the Irish, the Jews and the Germans all enjoyed an open door policy.
