A fragment is defined as a set of words that look like a sentence but do not include all the rules required to be a sentence like having a subject, verb and complete meaning. The majority of fragments come from the mistake of writing an independent clause and a dependent clause independently, it means not putting them together in the same sentence. The example "Each winter, I go ice skating with friends from my neighborhood" can be considered as a sentence and not a fragment as it has a subject ( I ), verb ( go ) and it makes complete meaning.
