I believe it is A, because we know the equation is F=ma, and I don't think the mass of a cart can change so I believe it has to be the acceleration that changes when he applies more force. It is an increase in speed rather than a decrease because if the F is greater, the ma has to make up for it by increasing the a. Therefore we know the cart goes from 0 acceleration to a positive acceleration as the cart moves faster.
