The answer is option C "A slave was not a citizen but rather the property of an owner." As of result it was made a law that if a run away slave gets captured by another slave owner they will HAVE to be returned to it's original owner. The Dred Scott case was about a slave escaped and went to free soil and thought that because it was free soil he was no longer a slave but since how he was a former slave and he got captured by another slave owner he was returned back to his original owner.
