Why did the U.S. and USSR engage in an arms race with nuclear weapons? Each country was afraid of the other gaining nuclear supremacy. Each one wanted the world to think they were the most powerful of the two superpowers. Thousands of refugees fled communist countries and the USSR wanted to stop them. The USSR had the upper hand in the space race and the U.S. badly wanted to catch up.
