The Supreme Court declared some actions by the Executive Branch to be unconstitutional on the grounds that they were an impermissible expansion of the executive branch's authority at the expense of the legislative branch.

In essence, the Court believed that the Executive Branch was trying to do the job reserved to the Legislative branch.
