m=(y_2-y_1)/(x_2-x_1)

We have the points (0,) and (0, -5). Substitute:


m=(-5-3)/(0-0)=(-8)/(0)\ \ \ \bbbig{!!!!!}\ \text{division by 0 !!!!!}

Answer: slope is undefined

This is the line lying on the y-axis (vertical line x = 0).
