What’s the differences in tone between the court decision and the editorial

A "court decision" is somewhat broader in scope than a "court order". A court order is a mandate by the court issued after a hearing but without trial. A court decision includes court orders, but it can also include court judgments (issued after a trial).

hopefully this helps!
