The correct answer is D) organize at least one new military district.

States that wanted to rejoin the Union during Reconstruction had to organize at least one new military district.

During the Reconstruction period, there were some requirements for the stats to rejoin the Union. President An¿braham Lincoln was interested in having a quick Reconstruction process and gave leeway to southern states to do the reconstruction in its own way. He only asked that southerners took an oath to the Union to receive a pardon. And if 10% of people took that oath, then the state could rejoin the Union. To approve this, the southern state should prohibit slavery.
