It was the Lend-Lease Act, which was passed by the U.S. Congress in March of 1941. The policy allowed the country to support foreign nations with supplies and weaponery for battle. It was absolutely crucial for America to be able to push its military weight where they deemed convenient without having to extend into confrontation themselves during World War II. The power was given to the President to authorize the lending and leasing.
