The judicial branch of the federal government would provide an interpretation and enforce the law.

There was no one in the federal government to provide and interpretation of the law.

The federal legislature would debate the law,clarify the interpretation,and enforce the law.

Enforcing the law means to make sure the people follow it. Some ways of enforcing the law are police giving tickets and putting people in jail for breaking the laws. Hope this helps.
