Article lll of the constitution gives congress the power to create a system of federal courts, other than the Supreme Court.

Correct, Article III does allow for this and they are known as "inferior courts." They are all of the Federal Courts, except for the Supreme Court. Currently this is set up into a system of District Courts and Circuit Courts.
