It all comes down to education. Education is the most important aspect a country should have if they want to beat poverty. If we have educated people, the more productive the country will be. We do not gain anything from an illitirate country. Specially in Latin America, the governments don't want people to be very educated, because educated minds question everything and ignorant people follow like sheep. Sorry for the rant, but basically the answer is education.
