What is the background to the McCulloch v. Maryland 1819 Supreme Court case?

Congress chartered a National Bank in 1816 and Maryland subsequently wanted to tax the Second Bank of the United States. A representative in the Baltimore office of the Second Bank of the United States declined to pay the Maryland tax, setting up the case which determined if Congress had the authority to form the bank and if Maryland's tax interfered with Congress.
