The overall argument in “city upon a Hill” is the faith, the belief that God knows each person's destiny, and that what is meant to happen will happen. The name itself is a reflection of this argument, they stated that the people that were arriving as new settlers, had to be like a city upon a hill because everybody's eyes were going to be upon them.
