Others resort to violence when it's not a situation in which you need to use violence as a strategy.

It means in certain times violence is ok. like most people dont have a reason to condone or use violence so they say "it is never the answer." But in some cases violence is acceptable and can stop problems. Or that's what I got out of it. hope this helps.
