How did the Louisiana Purchase affect the United States Ideas and policies regarding citizenship?

While the Louisiana Purchase agreement provided its inhabitants with full citizenship, it, however, wasn't a state yet since it was considered a territory and therefore many of its new citizens found themselves in limbo since they were considered united states citizens but didn't have representation in Congress nor could they create their own laws.

Therefore, Congress had to create new legislation for the new territory as well as appoint officials to take care of these discrepancies.
