The Monroe Doctrine contines the idea of American Neutrality by officilizing a foriegn policy that seperates the spheres of influence between West and East; Old World and New World. This seperation of spheres would then allow the U.S. government to focus on internal issue in America and Oppose European Colonialism in the New World, whole not taking any interest or action in Internal European affiars or exisitng European colonies in Asia, Africa and the Middle East. This also meant that America would stay out of any European conflict.
