The spoils system refers to awarding government jobs to supporters, friends, and even family members. Often called 'patronage', the danger of such a practice potentially places individuals in jobs based not on their merits, but on their loyalty and personal relationship to those in power. This can result in an inefficient government and even create an environment open to corruption. In an effort to curb the spoils system, Congress passed the Pendleton Act in 1883, which was designed to ensure qualified and competent individuals served in non-elected government positions.
