The name of the character is Ernie "Ice". He is the leader of the school's group of delinquents and is often seen with his blonde friend Jay. He wears a hat and has the word "ICE" shaved in the back of his head.
Ernie is played by actor Larry Bagby, also kown for his representation of Larry Blaisdell in Buffy the Vampire Slayer, Marshall Grant in Walk the Line, Pvt. Shirley "Hickey" Kendrick in Saints and Soldiers, and Frank Ellis in The Young and the Restless.
