Representative democracy is the best form because it allows everyone to be represented and have a say, while not making it impossible to make a decision. Monarchies are ruled by one person and they have all the say. Direct democracies try to let everyone represent themselves, and unless the country has a population of 10, that cannot work. Anarchy should not even be considered because it is complete chaos where anyone can do whatever they want and get away with it.
