US senator Henry Clay presented The Compromise of 1950 which was a composed of bills that resolved to end the debate of several topics that affected the country; among the topics of The Compromise was the admission of California as a free state to the United States of America. Also, it included the Fugitive Slave Act which gave slaveholders the right to captured slaves who had escaped to free states.

Hope this helps!
