This line y = 13x−16 has slope equal 13

As you know, perpendicular lines, slopes are negative and reciprocal. So slope of new line = - 1/13

Passing thru (10,-1)

Equation in point slope form:

y + 1 = -1/13(x - 10)

Hope that helps
