Why is the rule of law important to modern democracies?

Democracy is created and protected by the rule of law, starting with the Constitution. ... Because democracy is based on the concept that everyone is equal, and therefore is endowed with the same basic rights; and this requires that laws must be made to apply to everyone equally, which is done through the rule of law.
