namely, how many times does 2/3 go into 2(cakes), so is just a division.

$\bf 2/\cfrac{2}{3}\implies \cfrac{2}{1}/\cfrac{2}{3}\implies \cfrac{2}{1}\cdot \cfrac{3}{2}\implies 3$
