I don’t understand the difference between number 3 and 4 , can somebody explain it to me pls?

I don’t understand the difference between number 3 and 4 , can somebody explain it-example-1

in two it states disc b is drawn, in three it states that either disc b or disc c is drawn so there is a possibility that c is drawn instead of b.
