I have graphed the given point (4,-9) and clearly see that is the line must ... as the y-intercept, or the location along the y-axis found by plugging in x = 0 into y = mx + b. Two lines are perpendicular if the product of their slopes (i.e ... equation of the line you want of the form y = mx + b passing through (4, -9).
