Majority votes mean most of the votes by the selected group of people. The minority votes are the lesser votes by the same selected people.
For example, if in states like Maine and New Hampshire the majority of votes are usually democrat and the minority votes are Republican. But in other states like Alabama or Texas, the majority votes are Republican and the minority votes are Democrat.
