It's location D. Where ever the moon is, it causes a 'bulge' from gravitational forces in relation to Earth and the Moon.

The high tides are on the sides, about where C is, but I’m not sure if this changes because the moon in the picture you are showing is above, I’m going to guess looking at this and other charts the answer is C
