English scholar and philosopher Thomas Hobbes believed that a government who had a power of a leviathan (sea monster) and a absolute monarchy, which could impose order and demand obedience.

I’m pretty sure that he believed it would give people more freedom and rights to do things, instead of leaving them to do whatever their ruler wants. But you can look it up to make sure.
