What is the purpose of debates in the federal legislative process?

When the bill reaches in the House, there begins the debate on the same. The purpose of the debate is to discuss the bill in length and accordingly we see either the members sent the bill for amendment , urge passage or defeat the bill. So the senators debate the bill in order to increase the efficiency of the process.
