Is the number 0.135135135... rational or irrational?

irrational because it is a decimal

Rational although it does repeat it is considered rational numbers that are 0 and are fractions are not considered rational such as square roots too.

Here is some helpful information: Also any decimal number that is repeating can be written in the form a/b with b not equal to zero so it is a rational number.
