C. Pacing

Pacing is the speed at which a story unfolds. An author may use this technique when they want to control the pace of the story, whether it is to hasten it or to slow it donw.

In the passage, the author's intention was to slow down the pace of the story, perhaps to convey how important that moment is in the story. They slowed the pace through the use of long sentences, the use of imaginary, and by giving specific details of the scene and the actions of the female. In here, the reader is provided with information in a slow manner.
