The answer is definitely not option E because America has a lawmaking branch called the legislative branch. It's also not option A because Americans women can vote but Athenian women and children can't. It's not option B because it's true that Athenians have a direct democracy but Americans don't have representative it's republic. Which also crosses out option C. So the best answer is option D "In America women can vote, but in Athens women could not participate in government."
