Coach should put in the back up player.

Explanation:

Regular: 97% He will loose a total of 10% of effectiveness. Which will put him at a total of 87%.

Backup: 94% He will only loose 5% of effectiveness. Which will put him at only a 89%.

45-35=10 yards over usual field goal range.
