We have to determine the expression for the statement:

"Nine subtracted from the quotient of twice a number, x, and three"

Expression is
(2x)/(3) - 9

We have to evaluate the value of the given expression at x = -6

(2x)/(3) - 9

=
((2 * -6))/(3) - 9

=
((-12))/(3) - 9

=
-4 - 9

= -13

So, the value of the expression is -13.
