I believe the answer is: c.government opposition


Government opposition could create regulations that might show some positive benefits to economic condition, but sacrificing the condition of the environment as the result. The other three factors, even though it may be a crucial factors for the improvement to happen , are not considered to be forces that directly oppose the improvement effort.
