What were some of the "time bombs" being experienced by the states under the articles of confederation? In other words, identify congress' weaknesses; what did it fail to do?

weaknesses of congress under the articles of confederation was that it was too weak to enforce the government’s laws and therefore had no power. The Continental Congress had borrowed money to fight the Revolutionary War and could not repay their debts.
