Why did Americans develop jails and prisons

I guess that at the 19th century, prisons were being built for the sole purpose of housing inmates. They were intended to deter people from committing crimes.

Jails and prisons were developed to house criminals and fugitives of the law so that they did not run rampant out in the streets.
