The question here is non-specific as to what the numbers mean. We will assume they are dilation factors.

Any dilation factor with a magnitude less than 1 will cause the "dilated" figure to be smaller, hence can be called a "contraction."

Any dilation factor with a magnitude greater than 1 will cause the dilated figure to be larger, hence can be called an "expansion."

contraction: {1/3, 0.8}

expansion: {3/2, 4, -3}
