Buffer is a solution containing a weak acid or a base and its salt. The solution resists the change in pH with addition of acid or alkali. This is known as the buffer capacity. The buffer capacity is the most effective only within a certain pH range which is usually pH = pKa +/- 1

The imidazolium ion has a pKa = 7. Therefore, the most effective pH range is 6 to 8.
