Why does your body move the blood from your fingertips to your core? In which population does this not happen, and how has this adaptation allowed them to live in colder climates?

The blood has to circulate throughout our bodies to give our cells oxygen. I think it's the Eskimo Tribe in Alaska as they are able to eat the whale meat and they don't need as much oxygen for their blood cells.
