Why would Jefferson and Monroe believe that if monarchy were eliminated, then war would be eliminated?

Well, the definition of monarchy is a form of government with the monarch as the head. I think that Jefferson and Monroe thought that monarchs had too much power over the government (if i'm not mistaken this is before the time of checks and balences) especially considering that the rule remained in the family so you can't vote them out like today's presidents.
